An LTL fuel surcharge table is a lookup, not a formula. It has two columns: a range of diesel prices and the percentage that applies inside that range. To read one, you find the row containing the applicable week’s published diesel price, take the percentage on that row, and apply it to whatever base your pricing agreement specifies. Three things decide the number on your invoice: which row (the index series and the week), what the row says (the table’s step structure and version), and what the percentage multiplies (gross linehaul, net linehaul, or something in between).
Most explanations stop after “carriers publish a fuel table.” That is not useful when you have an invoice in front of you and a percentage you cannot reproduce. This post takes the table apart: how the brackets are constructed, how to derive the implied slope, why boundaries cost real money, and how to work backwards from an invoiced dollar amount to the row the carrier actually used.
What the table looks like, and what every column means
Here is the shape. All figures below are illustrative, built to demonstrate the structure, not quoted from any carrier’s published tariff. Use your carrier’s actual table.

Four things are hiding around that table, and all four should be in writing:
The index series. Almost every LTL table is keyed to the EIA national average on-highway diesel price. Confirm it, because a table keyed to a regional series behaves differently and the header often just says “DOE.” Which series applies, and what the difference is worth, is worked through in national versus regional PADD diesel index.
The precision of the range. Note the three decimals. EIA publishes to a tenth of a cent, and a table written to two decimals ($5.30 to $5.39) creates ambiguity about where $5.396 lands. Rare, but worth checking once.
The effective-date rule. The table maps prices to percentages. Something separate says which week’s price you look up and on what day the new percentage starts applying. Usually that is Monday following the Tuesday publication, but your agreement governs, and the three common conventions produce three different answers on the same shipment. The table version. Carriers reissue fuel tables. The percentages move even when diesel does not. A shipment tendered before a new table’s effective date should bill off the old table, and an unannounced table change is a rate increase that arrives without a rate increase notice.
How the percentage is derived
The percentages are not arbitrary, and you can recover the logic from the table itself.
Step one: find the slope. Take any two rows and divide the change in percentage by the change in price. In the table above, every $0.10 of diesel buys 0.5 percentage points, which is 5 percentage points per dollar of diesel. That single number tells you more about the table than any individual row.
Step two: find the implied peg. Ask for the whole table, not the six rows around today’s price. Published tables run down to low diesel prices, and the row where the surcharge reaches zero percent is the table’s implied peg: the diesel price below which the carrier treats the linehaul as self-sufficient. Truckload contracts state the peg outright. LTL tables bury it at the bottom of a page nobody scrolls to, and it is worth extracting, because it is the same negotiating lever it is on truckload, described in how fuel surcharges work in trucking.
Step three: check whether the slope is constant. Do not assume the six rows in front of you describe the whole table. Extend the 5-points-per-dollar slope above downward from $5.000 and it never reaches zero at any positive diesel price, which tells you immediately that the visible section is a local slope and the table steepens somewhere below. Many tables are close to linear through the middle and then flatten or steepen at the extremes. A table that adds 0.5 points per dime up to $5.50 and then 1.0 point per dime above it is telling you where the carrier expects volatility to hurt. Flattening at the top is effectively a soft cap and is worth something to you. Steepening is worth understanding before diesel gets there.
Step four: compare tables across carriers at the same diesel price. This is the only comparison that means anything. Carrier A at 40.0 percent and Carrier B at 36.5 percent on the same week are not directly comparable until you also know each carrier’s discount structure and what the percentage applies to. Two carriers with identical published tables can bill different fuel dollars on the same shipment.
Why LTL uses a percentage at all, and what that does to you
Truckload fuel is per mile because a truckload has miles. An LTL shipment shares a trailer with twenty others, gets rehandled at two or three terminals, and has no clean per-shipment mileage to divide by. So the industry uses linehaul revenue as a proxy for fuel consumption.
It is a proxy, and it does not track fuel burn closely. Two illustrative shipments under the same 40.0 percent:

Shipment B burns considerably more diesel and pays $80 less fuel surcharge. Nothing has gone wrong; the mechanism is behaving exactly as designed. But it means the LTL fuel surcharge is a pricing term, not a cost pass-through, and it should be negotiated the way you negotiate a discount rather than accepted the way you accept a tax. If your freight profile is short-haul and rate-dense, the percentage mechanism costs you more than the same carrier’s cost structure implies, and that is a legitimate thing to raise at bid time.
The base the percentage multiplies
This is where the largest LTL fuel errors live, and it is a contract question rather than a table question.
Same shipment: gross class rate charge $1,400.00, discount 65 percent, net linehaul $490.00, surcharge 40.0 percent.

A $364 difference on one shipment from a single sequencing choice. Neither is inherently wrong: what makes one right is your pricing agreement. Most negotiated LTL programs apply fuel to the discounted linehaul, but a tariff can say otherwise and some do. If your agreement does not say, the carrier’s rules tariff will, and it was not written with you in the room.
Two related questions belong on the same page as that one:
Does fuel apply when the minimum charge governs? Small shipments bill at an absolute minimum charge rather than at the rated linehaul. Whether the fuel percentage applies to the minimum charge, and whether the minimum is compared before or after fuel, changes the total on every small shipment you tender.
Does fuel apply to accessorials? A tariff that applies the fuel percentage to accessorials turns an $85 liftgate into $119 at 40 percent. Defensible if the tariff says so, an overcharge if it does not. And when the underlying accessorial should never have been billed at all, the fuel calculated on top of it comes off with it, which is one more reason to run the two-document test in disputing a liftgate fee on a dock-to-dock delivery.
Bracket boundaries, and why a one-cent diesel move can matter
Inside a bracket, diesel is irrelevant. It can move nine cents and your invoice does not change. At a boundary, a tenth of a cent moves every shipment you tender that week.
At the illustrative table above, an applicable index of $5.299 gives 39.5 percent and $5.300 gives 40.0 percent. On a $490 net linehaul that is $193.55 versus $196.00, a $2.45 difference. Trivial once. Across 300 shipments in a week it is $735, and it recurs every week the index sits on the wrong side of a step.
Two things follow.
Boundaries turn small date errors into visible ones. A wrong-week error that would cost pennies on a truckload per-mile calculation costs a full half point on LTL if the two weeks straddle a boundary, and costs exactly nothing if they do not. This is why LTL fuel spot checks are unreliable: the same configuration error is invisible one week and material the next.
Boundaries make rounding arguments worth having. If the applicable index is exactly $5.300 and the row reads “$5.300 to $5.399,” you are in the higher row. If it reads “above $5.300,” you are not. Read the inequality, not the intent.
Working backwards from the invoice to the row
You will rarely be handed the index the carrier used. You can recover it.
1. Recover the percentage. Divide the fuel charge by the base you believe applies.
$196.00 / $490.00 = 0.400, so 40.0 percent.
If that comes out to a clean table value, your assumption about the base was probably right. If it comes out to something like 14.0 percent, your assumed base is wrong: try the gross linehaul, or check whether the fuel line covers accessorials too.
2. Map the percentage back to a row. 40.0 percent corresponds to the $5.300 to $5.399 bracket. Now you know what diesel price the carrier’s system believed applied.
3. Check that range against the published index for the week your contract selects. Pull the actual figure from the EIA weekly on-highway diesel series. If the contractually applicable week’s price falls inside the bracket you recovered, the invoice is right. If it falls in a different bracket, you have found either a week error or a table version error, and step four tells you which.
4. Distinguish the failure modes. These look identical on the invoice and have different fixes.

5. Group before you dispute. One shipment off by $2.45 is not a dispute worth anyone’s afternoon. Forty shipments in a month all reflecting the same wrong bracket is a configuration finding, and configuration findings get fixed once and stay fixed. Sort by whether the variance runs in one direction. Scattered pennies both ways are rounding. Ninety percent one way is a setting.
What to ask the carrier for
Three documents, and they are all things a carrier hands over routinely:
- The current fuel surcharge table with its version and effective date, plus the prior version if you are auditing history.
- The fuel basis on the invoice: the index value and the week used. Under 49 CFR 373.103, a freight or expense bill must show the exact rates assessed and the nature and amount of each charge. A fuel line showing only a dollar figure sits poorly against that, and asking for the basis is a reasonable request with a rule behind it.
- The rules tariff item governing fuel, by item number and effective version, which is what actually answers the gross-versus-net and accessorial questions if your pricing agreement is silent.
Ask before you accuse. The overwhelming majority of LTL fuel variances are a table version that was updated on one side and not the other, or a customer record pointing at a default table. Nobody chose it.
The checklist
Run this once per LTL carrier, not once per invoice.
- Get the current fuel table, with version and effective date, and file it with the pricing agreement.
- Confirm the index series in writing. National average unless you have a specific reason.
- Derive the slope (points per dime) and the implied peg. Write both down; they are your comparison basis at bid time.
- Confirm the base in the pricing agreement: gross linehaul, net linehaul, minimum charge treatment, and whether fuel touches accessorials.
- Confirm the effective-date rule, and note which weekday a new percentage starts applying.
- On a sample of invoices, divide fuel by the base to recover the percentage, map it to a row, and check the row against the published index for the contractual week.
- Sort variances by direction. One-direction variance is a setting, not noise.
- Check your contest window before building a historical file, using every freight billing deadline that can cost you money.
- Raise it as a configuration correction with the recovered arithmetic attached, and ask for the fix to apply prospectively plus a credit on identified variances.
The reason to do this properly once is that an LTL fuel table applies to every shipment you tender, every week, until the contract changes. Half a point on the wrong bracket is a rounding error on one bill and a real number across a year of freight. And unlike most billing disputes, there is nothing to argue about except which row of a published table applies, which is exactly the kind of dispute that settles quickly.
